Saw the ad this morning . I think this company may have not recruit new Dev for so long.They really need to talk to some agent first.

One possibility.

They already have one contracted employee and want to renew with him/her, but the corporate policy requires them put a new ad to sign a permanent employee. So they put an ad that would never attract any applicants. So they can renew with the right people safely.
