Applicants who intend to give birth in New Zealand are not considered to have an acceptable standard of health as it is likely they will impose significant costs or demands on New Zealand's health services.
Hi, LZ, I had same issue happened last year while my wife renewed her open work visa. I had received same letter from immigration officer who said a pregnant woman gave birth in NZ could impose a big cost on medical service. I did a bit of research after I got that letter. It doesn't mean they will refuse to give the applicant visa or permit. They actually want the applicant to give them more evidence that help the immigration officer to make the decision. Basically, they want everything is on the writing, and this is a standard procedure and the officer has to follow it.
Now, you need to contact your wife's midwife and ask her to issue a official letter (with letter head) which indicate your wife is a healthy pregnant women and the fetus is growing well, make sure tell the midwife write that "from her view, it won't make any considerable cost on the birth in the future."
Your wife may want to write a letter as well, she can tell the immigration officer that she want to give her birth here, because that you are here, your relationship is real and stable, she has decide make NZ as her second home, she has some plan in the future, blabla.......
Then post them to your officer and you will have a good news in a few weeks I guess.
