Just checked the website of the Ministry for the Environment, which is about the amendment of the Resource Management Act 1991 that is related to tree protection all over the country, and found the following paragraph:
Tree protection rules in plans
Section 59 of the Amendment Act, relating to the removal of rules from district plans that restrict or prohibit the felling, damaging, or removal of trees in urban areas, does not come into force until 1 January 2012. However, blanket rules that prohibit or restrict tree trimming are removed as of 1 October 2009. This does not apply to rules that apply to trees or groups of trees specifically identified, or located within a reserve or subject to conservation management plans or strategies.
This means this tree maybe trimmed now (if it is not specifically identifed to be protected in any planning document), if it is not specifically identified in any planning documents or management plans, etc - however, as you said, the size of this tree is so huge so I think it may be still protected (Councils are supposed to prepare a protected trees list and put them in the District Plan effective from 1st January 2012. All other trees which are not on the list may be cut without premission).
After all, it is a Council's tree so even the law allows you to trim, some kind of approval should be still obtained from Council's Streetscape department as an owner I assume.
Again, I think that Maori is just a contractor who may not really understand the rules or just joked with you.
