It is not rumor.
I got my duty free furniture shipped from China two months ago.
You pay gst and duty only for new stuff, however, you can claim most of your furniture to be "second" hand.
You may got some problem on Chinese side as China don't allow export second hand furniture. So you can claim everything to be new in China custom and most of them to be "second hand" in NZ custom. NZ custom won't contact China custom to verify your stuffs.
