change to student loan policy

my parents wl come this June.  based on the below new policy wl they still be eligible to apply student loan?  From study link website
Changes to Residency Requirements for Student LoansFrom 1 January 2011 permanent residents and Australians will be subject to a two year stand down before they can receive a Student Loan. This means they will need to have lived in New Zealand for at least two years and be ordinarily resident in New Zealand in order to get a Student Loan. Permanent residents also need to have held permanent residence for at least two years to qualify.
Some people will not need to meet the two year requirement. This includes:

• refugees
• anyone who was sponsored into New Zealand by a family member who holds refugee status
• people with protected person status (under the Immigration Act 2009).

If a student studied in 2010 and doesn't yet meet the two year requirement they may be able to continue to get a Student Loan until they complete their current qualification or for a maximum of two years - whichever occurs first.

只要你父母不是以上MENTIONED的三种人，今年6月来，还是可以申请的，因为政策明年1月开始生效。

还有最后一段，意思就是明年1月之前申请的学生，可以完成申请的课程，或者最多不能超过两年。

My friend told me if u hvnt studied in 2010, u cannt apply in July, cos in this clause

"if a student studied in 2010" means student has studied before the change of the student loan scheme. if it says" if a student study in 2010", then it means u can apply student loan anytime in 2010.

首先，这条CLAUSE是针对2011年1月1日之后申请的学生而言！2011年1月1日是政策的实施日，所以只要在2011 年1月1日之前的申请，一切照旧！

举个例子吧，A学生2010年5月拿到PR，申请了一年的课程
2011年5月，此课程到期，要再申请一个课程
这个时候，A学生因为未满2年，所以就不能再申请了

不可以，因为MAX两年
只能等申请人达到居住两年的要求后再申请
