Not really and not necessarily - the problem is, even NZTA keeps changing plans and the alignment of this motorway. For example, under the previous Labour Govt, it was said to be the bore tunnels for the full section but now, the National Govt said they dont have enough $$ and they are redesigning again...
Also, to confirm the area of this work, the NZTA needs to "designate" the land under the Resource Management Act 1991 for motorway purpose first before they can undertake the complusory property acquistions under the Public Works Act 1981 and go ahead to build the thing but the Waterview Connection is still not "designated" yet (becos govts change plans all the times - and putting a designation on private land for public work purpose itself is long haul process which could end up in a decision made by the Environment Court ~) so no one is 100% sure where does it go exactly even now, leave alone the real estate agencies....(as many of them dont even check council's records when selling properties~ )
