去council报批要多久？费用如何？请哪个公司做计划比较好？谢谢

Suggest you go to North Shore City Council to talk to their duty planner (there are Chinese planners there) first to ensure your site can be subdivided and understand the general requirements (rather than asking here) then the drainage engineer to find out whether it is feasible to subdivide - before engaging any one.

Also, to subdivide a property, you need to pay DEVELOPMENT CONTRIBUTION (in addition to the application fees) to Council before a title can be issued (other finishing other works) - which can be a huge sum of money.
