父母团聚来新西兰后能免费学英语吗？

我父母5月份来新西兰和我们团聚了，爸爸妈妈也很适应，并且爸爸的球友说新移民能免费学英语。

请问真有这回事吗？

  3. ESOL-Literacy

• For learners who do not read or write well in their first language
• You must be a permanent resident of New Zealand
• 10 hours a week, 32 weeks a year
• Bilingual tutors
• Free service
• 8 centres offer ESOL-Literacy classes: Auckland West, Auckland South, Waikato, Palmerston North, Porirua, Hutt, Nelson and Christchurch

4. English for Employees

• For permanent residents of New Zealand who are working  
  (full-time, part-time, casually/seasonally or self-employed)
• Improve your English language/literacy/numeracy
• 2-3 hours per week - flexible hours
• Trained teachers
• Free service
• Small groups or 1:1

5. English for Migrants (pre-paid ESOL tuition)

• You must have paid the New Zealand Immigration Service a fee for English lessons
  before you came to New Zealand
• One-to-one lessons in your home
• For permanent residents of New Zealand
• EFM teachers are qualified teachers
