I was listening to new talk ZB this morning, and the host was talking about there is going to be a new massage club opening opposite the skytower. Two chinese brothers from Wellington bought the 3 storage building for 3.3 million and decided to build a world class massage club where both men and women are welcomed !

I am totally against the idea, skytower is a tourist destination, this will give extremely poor image to our country !

what are your view on this ?

Yes, the chinese invester and owner is very smart, perfect location.
Alot of Asian men will go to gamble - massge - then go back to hotel (or home)

I think you missed the point I am making. I am not saying that we should not have massage clubs, or whether is it right or wrong. I am saying that the LOCATION of the massage club needs to be controlled and managed.

the point i am making is that having a massage club right opposite Auckland's main tourist attraction and one of nz's main iconic structure is a very poor idea from a city planning perspective.

LZ, NZ is not like China, the local government here is sometimes quite toothless as to what it could do and everything it does must be within what the law allows...

Commercial Sex Premise is declared as legal by the central government in Wellington under the Prostitution Reform Act 2003, so city council cannot simply shut down a bothel just because it does not look good or people dont like it - Instead, Auckland City Council had tried to amend its Bylaw to better regulate the location of sex premises to make them further away from schools, park, residental area, etc.

However, the sex industry took Council to Court so the whole section of the Bylaw on commercial sex premises was declared INVALID in 2006.

Another alternative means is thru District Plan. However, the focus of a District Plan is the "environmental effects" of a land use activity (traffic, noise, bulk, character, etc), it is hard to imagine what "significant" adverse environmental effects a bothel could have that may render to it being declined. As far as I can see, there is no provision in the current Auckland City's Central Area District Plan prohibiting sex premises in the CBD area/near the skycity. As such, legally speaking, it is free to open there...

You can say the lack of provision of bothel in the District Plan is an oversight by council. However, the defeat of council in the Bylaw case in 2006 demonstrates how much resistance it could be and the difficulty of banning this kind of thing.

But even if Council decides and fiinally manages to put a rule in its District Plan banning a sex premise in CBD on ground of adverse effects on amenity/character of the area - very likely, people could still apply for a resource consent and demonstrate the adverse effects of this bothel would be "no more than minor" on the environment.
In addition, the applicant could argue that the area surrounding Skycity is largely commercial (casino) anyway rather than purely residential so this type of activity, while not desirable, is not inconsistent with the predominant characters of the area... so consent may still need to be granted ~

Again, this is how democracy/rule of law is practised in New Zealand and the Western world...

Well... What do you think of having a big gambling place not around not opposite but right inside the Auckland's main tourist attraction? But it's there and it's legal. So is the massage club. So if you think having a casino is ok then probably the massage club is ok to be there too.

忘了上次closeup讲有间massage开在学校对面，有家长反对，但人家合法经营，后来也没什么消息了。
在这里只要你合法的经营，也没什么，可能也有像楼主的这样人会反对，这也是你的权利。

就算开在自家门口，只要是合法的，你就没有办法，能做的只有抗议，但抗议的结果最后十之八九会和19楼说的一样。
