English language requirements for international students for whom English is not a first language
The New Zealand Qualifications Authority (NZQA) wishes to bring to your organisation's attention the new English language entry requirements for enrolling international students for whom English is not a first language into a programme.
NZQA has completed work on developing new rules for the approval and accreditation of programmes leading to qualifications listed on the New Zealand Qualifications Framework (NZQF). The NZQF Programme Approval and Accreditation Rules 2013 came into force on 1 January 2013. NZQA consulted with the sector on the content of the draft NZQF Programme Approval and Accreditation Rules in September and October 2012.
NZQA proposed introducing English language requirements in the NZQF Programme Approval and Accreditation Rules to address concerns with how requirements set out in approved programmes were being applied. In the past, English language entry requirements were set as part of the approval process (in the programme regulations). NZQA uncovered instances of providers enrolling international students into programmes for which their English proficiency was inadequate or did not correspond with the levels set out in the approved programme requirements, and situations where there was no evidence of English language testing taking place. The provisions in the rules were designed to establish clear and consistent entry requirements related to the level of the programme.
Rule 18 and Appendix 2 of the NZQF Programme Approval and Accreditation Rules 2013 set out the new English language entry requirements for international students for whom English is not a first language. The rules can be accessed on NZQA's website via the following link:

Rule 18 specifies that, where NZQA is not Highly Confident in a provider's education performance (provider Categories 2, 3, or 4), a provider must use one of the specified proficiency tests for the purposes of enrolling international students for whom English is not their first language. The specified proficiency outcomes are set out in an Appendix 2. Rule 18.3(b) also allows such students entry if they have achieved NCEA Level 3 or University Entrance. Rule 18 applies to any new international student enrolment made on or after 1 January 2013.
To acknowledge the lead in times for marketing to international students, any admission decisions made before 1 March 2013 will stand and any new admission decisions made on or after 1 March 2013 will need to comply with Rule 18. This does not, however, include the New Zealand Diploma of Business and the conditions that have already been placed on providers that deliver this.
Category 1 providers may use a specified proficiency outcome test or an internal English proficiency test that produces an equivalent or better result to such an outcome. Please note that Category 1 providers cannot carry out the English language testing of students for other providers as a means of those other providers to satisfy Rule 18. |
