Will immigration NZ think he is too old to study language, so will decline her application?

By the way, he is not in NZ at the moment so has to apply from overseas.

可以申请的..
不过移民局考虑的东西会比较多而已.

移民局会看她的intention是什么，如果是留学的话有没有顺畅的留学计划，这个跟他自己的背景也很有关系，之前做什么，什么理由想出国进修等等。

这个要看你申请材料是怎么做的.必须有自己设计的一套完整的留学PLAN, 英语必须学,但一味停留在language study,上是会被怀疑留学倾向的.

这个不算年纪的，我们有的学生五〇多六〇多还有上语言的，你朋友还很年轻呢
