不可以，NZ移民局不考虑你海外兄弟姐妹具体在哪个国家，他们的计算公式很简单：申请人的子女有一半或一半以上是NZ公民或者PR三年以上，才可以申请来NZ。LZ情况是只有1/3在这边，所以父母不能移民来这里
