Older cars (20+ years) and high performance cars often need higher octane fuel. Running a low octane fuel can result in the air/fuel mixture igniting before the piston reaches top dead centre and before the spark plug fires. This is called pre-ignition or detonation. If this happens too often you can burn a hole in the piston, exhaust manifold or elsewhere. This is obviously bad.
If it is a late model car with a knock sensor the EFI system adjusts accordingly and it is generally not a problem. Also if the car is tuned to run on 95 and you use 91 then your fuel economy can be adversely effected and vice versa. To be safe run it on what is recommended.
