新的移民政策里有一句话，不太理解，意思是不是说如果一个人已经申请了一次STUDY TO WORK的两年的WORK VISA, 这两年的WORK VISA 结束以后就不可以再一次的申请WORK VISA了是吗？原文如下：

If the principal applicant is in New Zealand and currently holds, or in the last 24 months
has held, a work visa granted under the WD Study to Work instructions then they are
not eligible for a work visa under these instructions.
