First of all, you need to determine what type of material the windows are made of.
If it is timber window then it is easy, put undercoat (primer) on, then put top coat on.
If it is aluminium or steel windows, then they should be powdercoated and you SHOULD NOT paint on it.

Yes, if you want it to be properly done then you should sand back the coating at all, then put primer on and top coat on.
