税务居民简单说就是PR，但因各种原因不能在NZ坐两年＂移民监＂获得永久回头的，但有合法交税或者在互不交税国家合法交税的人士。这种人士只需要在NZ两年逗留共48天就可以拿到永久回头！！

one cannot apply to become a tax resident. 税务居民是没得申请的。

one can only qualify to become a tax resident by meeting the requirements. 你要是达到了税务居民的要求，你自然成为税务居民。

住在新西兰就是税务居民，不管你是什么身份

You are a tax resident in New Zealand if you:

are in New Zealand for more than 183 days in any 12-month period, or
have an "enduring relationship" with New Zealand.
