dealer没有专属的牌照，
那个黄色的叫trade plates，就是所谓的临时牌照，
可以申请临时牌照的有：vehicle traders, manufacturers and assemblers, auctioneers, car wreckers
(if they have a second-hand trader licence), Government departments, motor vehicle ferrymen (i.e.
heavy vehicle importers or people who sell them on to traders), motor vehicle repairers, and
proprietors of a transport museum。

如果你属于我上面所说的其中一种，you need to write to TRC with the appropriate documents
and they will send you an application form. This is the only way you can apply – Land
Transport Safety Authority (LTSA) agents don’t have trade plate application forms.
还有什么不明白的，直接去LTSA的网站上查。
