A 42-year-old Chinese tourist was issued with infringement notices about 10.30am on Tuesday after police responded to reports that he had driven the wrong way through two roundabouts in Frankton, including the prominent BP roundabout.
He believed harsher fines and prison sentences for people whose poor driving caused death or serious injury and more guidance from rental companies were needed to prevent further deaths.
It was an over-simplification to simply blame foreign drivers who did not know New Zealand's road rules, and rental car companies bore some of the responsibility.
