Step three: Ask your insurer for a "letter of deadlock" (at this point they'll know you are very serious). This letter lays out why the insurer disagrees with your claim. Once you have the letter, you can approach the ombudsman.

I've lost quite a bit of money(a few thousand USD) and personal belongings (my partners jewelery) while I visited Africa earlier this year. I went to the local police when I discovered this, the local police told me they can help by giving me a letter stating the items I have lost, but it would be difficult for them to launch an investigation because there were no witness. anyway I got back, sent the police report/letter(in French!) to the travel insurance company. the insurance company hired a priivate investigator to investigate the case (I felt like I committed a crime?). anyway at the end I've got part of the money back, about $500 USD, and a credit note for the jewelry.
