1、为什么发送这个通知的部门是Ministry of business, innocation & employment下面的Tenancy Services，而不是任何法庭或者法院？业主和物业公司之间的纠纷只能通过order of the Tenancy Tribunal，而不能通过法庭或者法院判决来解决吗？
2、这个听证只是审核是否立案的程序，还是根据申请人的申请，让双方提交证据，当成就出结果呢？
3、物业公司申请这个程序，业主只能就这个程序举证答辩，还是可以提出管辖的异议呢？
