Material for Ministry of Education re: Christchurch earthquake 27.2.2011
Earthquake impacts on Immigration New Zealand Christchurch branch
1.
Christchurch Immigration New Zealand branch is within the cordon, and has been closed since Tuesday 22 February.
There were no Immigration New Zealand casualties.
2.
Christchurch branch does not deal with many student visa applications (most are centralised in the Immigration New Zealand Palmerston North branch).
There were around 200 student visa applications in the branch at the time of the earthquake (along with a much greater number of work and residence applications).
3.
Around 2,000 passports have been recovered from the Immigration New Zealand branch and have been moved to temporary accommodation at the airport.
From Monday 28 February, the passports will be able to be retrieved by Immigration New Zealand clients from the airport.
4.
Immigration New Zealand has temporarily increased its presence at the Christchurch airport to the maximum capacity available.
These additional staff have been tasked with assisting clients and the public.
Remedies being put in place
5.
All new applications (that would have been lodged and processed in Christchurch) have been automatically redirected to the Immigration New Zealand mail centre in Auckland.
6.
Visas for family members of missing students have been facilitated with utmost urgency and all fees waived.
Offshore Immigration New Zealand branches have extended their opening hours to achieve this.
7.
As soon as it is safe to do so, all visa applications in the Christchurch branch will be retrieved and sent to other Immigration New Zealand branches for urgent processing.
8.
In the interim, all visa applications that had been lodged at the Christchurch branch have been granted a six month interim visa.
This is an automated process so the passports are not required.
Clients have been informed via press release.
Email and text advice will follow shortly.
What is known about students in Christchurch
9.
Most student visas (1,761 in the Canterbury region) expire on 31 March.
Immigration New Zealand is planning to approve open student visas for six months duration for these students.
This will be an automated process and the students will not need to apply.
10.
Some students will intend to change provider or will have done so already.
Immigration New Zealand will facilitate this by issuing a Variation of Conditions to change provider retrospectively when required to ensure continuity of study.
Options for these students & their families
11.
Some students will want to return home, either permanently or temporarily.
If they do not have travel documents, their Embassy/High Commission can issue an emergency travel document.
12.
If this is not possible (for example, due to lack of representation) the Department of Internal Affairs can issue a certificate of identity to allow exit from New Zealand.
13.
If they want to return, they can either use their existing visa or get a new one offshore (depending on when it expires).
Any new student visa applications from affected students will be expedited.
14.
Students offshore who are planning to come to New Zealand are still welcome and will still be able to use their student visa.
15.
Students who had made an application to study in Christchurch and have yet to receive a decision will be able to change their intended provider without further cost, if they wish.
16.
Students wishing to defer their travel to New Zealand will be issued with a new visa at no cost.
17.
Any students who wish to cancel their student visa applications can request a refund.
Further work
18.
Immigration New Zealand has taken a lease on a new branch in Addington.
Efforts will be made to get this branch open as soon as possible (some equipment will need to be recovered from the old branch).
How to get hold of Immigration New Zealand in Christchurch
19.
Providers and clients have several means to contact Immigration New Zealand.
They can:
- Call the national contact centre, which has increased its hours and staffing to deal with the extra enquiries (0800 0508 558 885)
- Go to the Christchurch airport and speak to the immigration staff there
- Visit another Immigration New Zealand branch, such as Wellington, Dunedin, Queenstown or Auckland Central/Manukau.
20.
All branches are dealing with earthquake matters as a priority and have been advised to be extra facilitative to affected clients.
The Immigration New Zealand website has specific links for earthquake affected clients with detailed information and Q&As.
