关于申请IRRV的确切时间

我是在国内拿的residence visa，2011年6月9号贴的纸，然后2011年11月30号第一次入境。请问我去申请IRRV的准确时间应该是2013年的6月9号，还是2013年的11月30号呢？

have held your resident visa for at least two years, and
have met any conditions of your resident visa, and

我的解读是拿到resident visa2年，那不就是贴纸后的2年吗?

入境的时候拿到的resident permit，resident visa是国内的贴纸。
