Today the University is announcing its intention to align car parking charges on campus more closely with the costs of developing, maintaining and administering on-campus parking, campus lighting, paths and way-finding and to help support maintaining a safe environment on campus. This year parking costs, including infrastructure and operating costs, will total $527,000 with a further $80,000 of capital expenditure required to replace our pay and display machines. This excludes the cost of creating a car park (around $5,000 each at ground level) or any costs of lighting, pathways or other connections to car parks. Revenue from current parking charges is less than the costs of maintaining campus car parks and roads, or the costs of continuous improvement to vehicle security and personal safety. When considering the University’s current financial position and the need to reduce operational spending to ensure as much of our resources as possible can be invested in teaching and research activities, the subsidisation of campus parking is difficult to justify. Therefore, from 1 February 2013 parking charges will be set to more closely align with costs. Students enrolled at UC will be offered annual parking permits for $200. Staff, tenants and contractors will be offered annual parking permits for $300. In each subsequent year, for three consecutive years, parking permit prices will rise by 15% per annum. As an alternative to the annual permit, there will be the option of short term (one or two hours) Pay and Display at $2.50 per hour or a daily permit at $7.50. All spaces, reserved or not, will require one of the payment options. Please note that all fees are GST inclusive. The parking fees apply to both the Ilam and Dovedale campuses. There will be some reserved spaces for specific purposes and people. These are mainly where a department has client interaction, such as the Psychology Clinic and Communication Disorders. Parking charges will apply from 1 February to 30 November, Monday to Friday 8am to 5pm (including exam periods, semester and term breaks). On weekends and public holidays and for the months of January and December parking will be free in all permit, short-term and visitor parking. This is the same as at present. I appreciate the impact of these changes, particularly on students. But in our current position it is important that we take opportunities to channel resources away from the likes of parking subsidisation to enable us to maximise our investment in teaching and research activities.
