请教在国内办理永久往返签

我妈妈今年8月11日2年的RRV到期，因为她6月底就要回国，所以只能在国内办理永久往返签了。

拿了申请表格，后面有些问题不太清楚怎么回答：
比如：
Do you currently hold a resident visa?
Yes - complete part A
NO- complete part B

我妈可以在8月11日前交申请吗？如果可以，就是填part A对吗？那么 第一个问题：
Was your current resident visa granted more than two years ago?
Yes - Go to question 2
NO- complete sec E : Variation of travel conditions
我该选哪个？


如果不可以提前申请，那么在B下面有个问题
Was the resident visa that you held granted more than two years before the date it expired?
Yes - complete Sec F: Second or subsequent resident visa
No - Go to Question 3
