現在還有沒有可能 15 work exp + 總分 100 - 135 被選中?

我看過早年的 selections and NZ Residence Programme Fact Sheets, 可以最低要求是:

Year 2008

All EOIs between 110 points and 135 points where there are no points claimed for a job or job offer, work experience in an area of absolute skill shortage, or qualification in an area of absolute skill shortage. These were ranked in descending order of points

或者 All EOIs claiming 10 points for a qualification in an area of absolute skill shortage and with a points total between 100 and 135 points

Year 2011:

All EOIs claiming 10 points for work experience in an area of absolute skill shortage and with a points total of between 100 and 135 points
All EOIs claiming 10 points for a qualification in an area of absolute skill shortage and with a points total of between 105 and 135 points

到了 Year 2012, 最低的要求是:

All those claiming 15 bonus points for work experience in an area of absolute skill shortage that had a points total of 125 or more but less than 140

為何現在沒有? 原因是因為太多人競爭, 還是 INZ 有絕對權力去選那些人選中, 即使配額未滿? 有沒有高人可以指點, 謝謝!
