1) Details of draft proposal / ( amendments to Overseas Investment Act) are yet to come out, no need to argue on details here, there are a few aspects that the parliamentary legal experts will draft in consultation with Labour government.
2) Labour will go through ( closed door) in their Caucus meeting.
3) if they want to go tough, they can make it strict, it is their call, they are the government with majority votes.
In the next few months, some non-PR who are here on work visas ( ie other Visa holders) ( who are on panicking mode) will rush to buy, as if they don't buy, they won't be able to buy until they obtain their PR. It depends on how labour government wants to treat this class of people for the interim.
The "Christmas rush" to buy is a market distortion.
