job title 换了，要重新申请work permit么？

我原来的job title 是assistan manager 现在提升了，manager 要重新申请工作permit么？还是走Variation的路子？
请高人指教

VOC的标准变了?
去年同公司升职申请的VOC.
看完移民局网站,我都困惑了...

我在同一公司任职期间,升职做VOC,没受到移民官任何质疑.

You will need a Variation of Conditions  if any of the following applies to you:

Your job and employer are the same, but you are moving to a new location (eg. from Auckland to Wellington) - please attach evidence of the change from your employer; or
Your job and employment location is the same, but you are moving to a different employer or your company has changed names -  please attach any evidence of the changes from your new employer


You will need a whole new Work Permit if any of the following applies to you:

Your job has changed (for instance, you may be moving to a different company, into a different role)
You received a promotion
Two or more of the conditions on your permit are changing at the same time

你升职了必须换新的WHOLE NEW WORK PERMIT, 不能做VOC！！！

可vavriation的表上写的是换工作或老板时，才voc，其他情况都要重新申请
