6.19pm: Six people have been arrested for looting or burglary in Christchurch.
There have also been reports that instances of looting that have not been able to be followed up because police have been too busy.

5.58pm: The Fire Service has given a breakdown of the situation in various buildings across Christchurch:
There are seven confirmed buildings with persons trapped. These include:
CTV Building – 24 Rescued, 7 deceased, 22+ still missing
PGG Building – 24 Rescued, 7 believed trapped (from dogs barking at human presence).
Christchurch Cathedral – 22 missing, approx 20 dead (expected). Building is dangerous and can not be entered. There will be a review in the morning.
The Press building - 4 rescued ,1 deceased. Probably more
Smith City Car Park – Building dangerous, dogs have not sniffed out any live bodies.
St Asaph/Colombo – 6 confirmed dead from debris collapsed onto two buses
92 – 95 Cashel Street (Bakery) – 3 confirmed dead
The Fire Service says the numbers are still changing
5.54pm: The rail network in Canterbury has been largely cleared and rail operations are set to resume in a number of areas, KiwiRail says.

5.05pm: Social Development Minister Paula Bennett says the welfare centre in Hagley Park will close this evening.
“The welfare centre at Burnside High remains open, with the new addition of Cowles Stadium which is open now and Pioneer Stadium which will be open from 6 o’clock this evening,” says Ms Bennett.
With rain forecast over the next few days, the decision has been made to move everyone from Hagley Park to the other, more suitable buildings.
“People are being shifted by bus out of Hagley Park to other welfare centres,” says Ms Bennett.
The 0800 779997 Government helpline has now taken more than 7000 calls. It will remain open 24 hours a day, 7 days a week.

4.19pm: Police operations commander Dave Lowry says police now believe the damage to the CTV building is not survivable.
Lowry said he did not want to risk the safety of rescue staff by sending them into the CTV rubble.
He said there are believed to be survivors trapped at seven other sites across Christchurch city.

4.11pm: A restricted access zone will be in force within the Four Avenues area in central Christchurch from 6.30pm.
Police said anyone found in the central city after that time will be arrested.
The restrictions are being put in place partly for safety reasons, but also to keep criminal elements out of the city.
Police have made about six arrests today for theft and burglary.

Currently there is no water supply to 80% of the city. Drinking water is being distributed to six Primary Schools in the Christchurch.
The schools are Redcliffs, Phillipstown, South New Brighton, Shirley, Wainoni, Lyttelton Main. Residents are advised that the water will be available from 11am and that they are to bring their own containers. Residents are encouraged to walk if they can to keep traffic off the roads.
Water is a serious concern and peopl are asked not to shower, take baths, flush the toilet.
If it rains, they should collect water in buckets. Continue to boil water. Save all your water for drinking.

                                                                关于救助
目前已开设了两个救助中心。
一个在北Hagley Park (北海格里公园)，约有250人； 一个在Burnside High （奔赛高中）约有700人。
救助中心提供毛毯，食物和卫生用品。
The Warehouse 为救助中心提供了毛毯，食品发排中心提供了食品。
市政防卫部将会在日内开设更多的救助中心。
除非是极为必要的外出，否则强烈建议市民呆在家中。由于路况的危险性还在评估中，强烈建议市民尽量减少外出。
工作场所和学校关闭到周末。 尽可能减少外出。

搜救失踪遇难人员进展
到23日中午为止将配备220位搜救人员，将在48小时内安排700搜救人员。搜救人员目前已在地面开始搜救工作。

                                                                2011年2月22日下午1点，6.3级强烈地震再次袭击坎特伯雷地区并造成重大损失和人员伤亡。当晚，坎特伯雷华人地震救助小组召开紧急会议，商议应急措施。在这紧急关头，我们真诚呼吁所有华人、华侨和留学生联合起来、互助互救、和坎特伯雷人一同努力渡过这个艰难时刻。让我们守望相助，共渡难关！
如需要有关帮助，请打电话到坎特伯雷华人地震救助小组。请您将在此次地震中伤亡情况、房屋损坏、商家受损、生活困难、尤其是因停水停电造成居住和食物短缺困难的情况告诉我们，我们会提供有关帮助。
如果有紧急医疗需要翻译等帮助，我们也可以为您提供翻译服务。
目前，在紧急情况您应采取的应急措施有以下几条；
1 英语不好的朋友一定要和家人在一起，不要单独外出。
2 独居者要随时和朋友保持通畅联系。
3 关注您的邻居，提供力所能及的帮助。
4 随身携带急救物品：常用药物，清洁饮用水，干粮食物，电池，蜡烛，紧急备用灯，口哨，创可贴，保暖服装等。
5 或必要的应急用品等。
