请问关于tax code的事情

很恨我吧

从Inland revenue收到了一份信件

USE Tax code  ML
“If your income from all jobs is likely to be less than $9880 and you work at least 20 hours per week.
Note you cannot use this code if you or your partner qualify for Working for Families Tax Credits"

请问 $9880 是税前还是税后的收入，
如果是税前收入， 那在理论上不可能啊，为什么这个tax code 会有存在的必要
$12.5（最低合法工资）X 20 小时 X 50 weeks in a year =$12500 > $9880
