A Strange Chinese man on Queen Street during lunch time

Just saw a strange Chinese man  with glasses at his 50's standing on Queen Street during lunch time wearing a placard that read something likes "Do you think Chinese a dog...?" It appears he was asking for money....

It sounds so disgusting to me (I hope I read it wrong ~) and as lot people walking nearby and I was busy so I could not stand to read the details but I did see some Kiwis stopped and read...

Anyone saw him as well and know what happened??

我刚才看到主页上有新闻是说这个的，说有打电话给警察，不过警察没有出现。
也有中国留学生要去暴力制止，不过好像反而不合法。

我估计那人这样做，是被允许的，说不定也是被法律保护的...

It is not worth to play the same game with this idiot.

The matter maybe controlled by Council as it is the Council's Bylaw to look after public space and signs (this may explain why police was not involved).

The relevant chapter maybe:

Part 20 - Public Places

In particular, the first sentence of Part 20 states:

The Local Government Act 2002 gives authority to territorial authorities to protect the public from nuisance, protect, promote and maintain public health and safety and minimise the potential for anti-social behaviour in public places under the control of council.

Suggest you guys to call 379 2020 (Council's hotline) to lodge a request /complaint if he is there tomorrow again.

I will definitely do it if I see him again tomorrow.

One request may not make a difference but if there are a number of complaints by us - together hopefully someone from Council will come out to stop this idiot, then Council may get the police to be involved if necessary and they would be happy to do it at that time.

Some further relevant clause under the Auckland City Consolidated Bylaw which may be relevant if anyone is to lodge a compliant to council when he happens to appear again tomorrow....

27.2.2.3 - Content of Signs
A person may not place or allow to remain in place any sign that:
a. is discriminatory or advocates discrimination based on one or more of the prohibited grounds of
    discrimination set out in the Human Rights Act 1993;
b. is objectionable within the meaning of the Films, Videos and Publications Classification Act 1993;
c. is offensive or threatens harm;
d. incites or counsels any persons to commit any offence;
e. is defamatory;
f. advertises a brothel or commercial sex premises that does not comply with the requirements of
   Clauses 30.5.1 and 30.5.2 of council's Brothels and Commercial Sex Premises Bylaw.
