How to do feathering in CS4?? Please Help

Hi, I have a chinese version of Photoshop CS4. I want to create a feathering edge with black color, how do I do that?

Can anyone who familiar with the CS4 show me how to?

Don't have PS4 here.

You can try.

Select the region you want to add edge with selection tool, set feathering amount before select.
stroke the selection with pen, set the pen size and color before stroke. (tip: Edit->stroke)
you may do this on a new layer, then you can change the transparency later.

Don't know whether this will work lol.

我知道如何做了， 但是又出了一个问题了， 在CS4左边的工具栏里， 用来添色的那个工具， 我只有那个“渐变工具”， 但是没有那个可以整个填成同一个颜色的工具， 我就是需要那个工具把白色的模糊border转成黑色的， 但是没有那个工具， 我弄不了， 大家知道如何找那个工具出来吗？
