Summary of decisions on Policy and Bylaw on Dogs

A focus on responsible dog ownership, dog welfare, community education, dog safe access to

o Allowing dogs under control on a leash on footpaths, town centres, car parks, boating7 p1 J, |) x% h7 r: v
areas, shared driveways, and in the vicinity of playgrounds and sports surfaces when in

o Prohibiting dogs on playgrounds and sports (playing) surfaces, although the current6 U5 A B1 z: q, U( N7 J
exemptions that allow dogs on grass sports fields will continue to apply on Glover Park,

and on sports fields in the former Franklin district.

implement the Regional Parks Management Plan 2010. This includes allowing dogs under
+ K& L/ c7 i7 d1 u4 g: B6 N' Scontrol off-leash in the open areas of Kakamatua Inlet (including beach), allowing dogs under
& {' B5 G/ ^7 ]) L5 v. c8 mcontrol on a leash on Long Bay Beach south of Vaughan’s Stream from 10.00am to 6.30pm* G m5 I6 F6 P/ t4 M
during daylight saving, and prohibiting dogs from tracks within the Cascades Kauri Ark-in-the-' E' O0 u h# ]) Y- D' L9 L
Park area of the Waitakere Ranges.2 R% p0 ^+ r) t$ n" w
Region-wide rules requiring immediate picking up and appropriate disposal of dog faeces,
9 L8 }& K- b# L. e( grequirement of a license to keep multiple dogs on premises, and to prohibit dogs in heat from$ M- C8 ?- |7 C, z1 T
public places and shared driveways.; z# |! q9 B5 e
Compliance and enforcement activity that focuses on dog registration, seizure and holding of! s0 e2 s: B: @ h& F4 d) F* S. s
dogs that are a threat to public safety, classification of dangerous and menacing dogs, and desexing
& @% V1 d& e1 ?dangerous, menacing and uncontrolled dogs.

) @& r) b& M1 w9 T, |time and season dog access rules?* i( J- F4 n$ u8 }
A new approach to deciding dog access to parks and beaches will also start in 2013. Dog access1 u6 G) H1 r6 c4 K% Y
decisions will be made by local boards for local parks and beaches, and by the Parks, Recreation
; n5 E2 Z6 j6 i# v7 ]5 Nand Heritage Forum for parks and beaches of regional significance. Submissions requesting" _ P/ K3 ]' d0 j
changes to dog access rules will be referred to local boards and the forum to consider using the- t& L1 p0 X W; B3 b# E% W! J' d& H; D
new decision-making principles, criteria and guidance.$ ]( V1 k8 K3 T9 z1 x
One of the new criteria – raised by the majority of submissions - are standard times and seasons to
0 d2 h" t$ |- w: y& h0 j0 _be used wherever a time and season dog access rule is used on a beach. The decision was to
' h, m4 |/ m) R; s9 y, Kadopt a standard summer beach time and season of 10am and 5pm, Labour Weekend to 1 March,
: y7 [- Z9 y: r7 z8 W6 mand to exempt its application on Hauraki Gulf islands (including Waiheke Island and Great Barrier
; a% M( Q3 k2 { A: y; ]% c5 c' [Island).
5 h9 g- s4 o) Z1 NHowever, the new standard summer time and season will not be in effect until the forum and) o5 s+ F& ^5 e! f
local boards have reviewed all beach dog access rules in each area. The review will identify the* A$ i& Y" b9 d) j4 B
most appropriate mix of dog access rules for our beaches. This might mean that the new summer
! T; }* P! P/ l3 wtimes and season will apply to some beaches, while for other beaches dogs may be allowed under) ^) l, L3 ^/ W7 k" L) e$ a5 q
control off a leash at all times. The need to carry out this review and work out the best way to
* J3 i+ b; D+ {, x* \+ Lmanage the safe interaction between people and dogs means that until those decisions are made+ H' n' o e* M
the current dog access rules (which use a mixture of times and dates across Auckland) will' l$ Y; Z; `: h5 [! q* t2 P
continue to apply, and not the standard summer time and season of 10am and 5pm, Labour5 U* G: j1 Q4 h$ y; F* l( [4 c

Consideration of possible changes to dog access rules on beaches and specific parks will start in8 L2 N6 h: ]" P0 c
2013. Any proposed changes will be publicly notified for submissions, and hearings will be
